Self-esteem issues, people full of gas, flip-floppers, and clinginess.

Love is a fickle lady, we all know that.
If they can’t handle their own life, then how will they handle a relationship? (sounds familiar…) Do you want to be with them? Are the feelings mutual?
Even so, I think you should wait for it. Make it clear that until they get a hold of what’s making them unhappy in their life, they can’t be trying to make someone else happy.
